Arizona Voter Registration Eligibility

You must be registered 29 days prior to an election to be eligible to vote in that election. State law requires Arizona residents meet the following criteria to register:

A citizen of the United States of America. This includes any U.S. citizen who has never resided in the United States but whose parent is a United States citizen registered to vote in Arizona (A.R.S. § 16-103).
18-years old on or before the date of the next general election.
A resident of Arizona for 29 days preceding the election.
Not convicted of a felony or treason, unless civil rights have been restored.
Able to write his or her name or make his or her mark, unless physically disabled.
Not adjudicated an incapacitated person (A.R.S. § 14-5101).

Frequently Asked Questions

Maricopa County residents have three ways they can submit their voter registration. Remember to provide proof of United States Citizenship when you register to vote.

You can register online (requires Arizona Driver’s License or State ID)
You can print a voter registration form and return the completed, dated, and signed form by mail or drop it off.

Drop it off: You can drop off the forms during business hours at the Elections Department at 510 S. 3rd Ave, Phoenix, AZ 85003. Business hours are 8:00AM-5:00PM Monday through Friday excluding holidays.

If you register to vote with a paper form, make sure to include a photocopy of one of the following documents as Proof of Citizenship:

Arizona Driver's License or Arizona non-operating ID
Birth certificate
Photo identification page of U.S. Passport or Passport card
U.S. Certificate of Naturalization or Alien Registration Number
Bureau of Indian Affairs or Tribal ID card

Maricopa County voters who need to update their voter registration because they have moved, need to update their name, or would like to change their political party affiliation have the following options to update their voter registration:

1. You can update your registration online ONLY if you have an Arizona Driver's License or State ID. Enter in your name as it matches your Driver's License or State ID.

2. You can print a voter registration form and return the completed, dated, and signed form by mail or drop it off.

Drop it off: You can use our 24-hour secure elections drop box outside the Elections Department at 510 S. 3rd Ave, Phoenix, AZ 85003. It’s located in the parking lot on the southwest corner of Lincoln and 3rd Avenue.

3. You can request a voter registration form to be mailed to you with a return envelope. Use our Contact Us page in order to request a form.

4. You can update your registration in-person at a voting location. If you are already registered to vote, and you update your voter registration at a voting location, you may still receive a full ballot.

It takes our office about a week to process paper voter registration forms and 24 hours for online registering. Eligible voters should keep a copy of their paper voter registration form or confirmation number (if registered online) for their records. After the registration is processed, Maricopa County voters can access their personalized voter dashboard to check their registration at BeBallotReady.Vote. A digital voter ID card is available on the dashboard. If a voter does not see their updated registration status in a week after submitting their voter registration form, they can contact us at (602) 506-1511 or email us at [email protected].

You can request a new card by calling 602-506-1511, or emailing [email protected]. You should receive your new card within 4 to 6 weeks of your request.

You may also get your digital voter ID card at BeBallotReady.Vote. This can be used as a form of ID when voting in person. Learn more about ID requirements when voting in person at GetID.Maricopa.Vote.

If you receive mail for a voter who no longer lives at your address, mark the piece of mail with "Not at this Address" and return the mail to the U.S. Postal Service.

A second, final notice will be sent after the first piece of mail is returned to the Recorder's Office. This piece of mail must also be marked as "Not at this Address" and returned to the U.S. Postal Service.

By law, a County Recorder must receive two pieces of undeliverable election mail before placing a voter into Inactive status.

If you have an Arizona driver license or non-operating identification card issued after October 1, 1996, you will only need to provide the license number on the voter registration form. If you do not have an Arizona license, you may include a photocopy of one of the following documents when registering to vote:

A legible photocopy of a birth certificate that verifies citizenship and supporting legal documentation (i.e. marriage certificate) if the name on the birth certificate is not the same as your current legal name
A legible photocopy of the pertinent pages of your passport
A legible photocopy of U.S. naturalization documents
Your Alien Registration Number, Naturalization Certificate Number, or Citizenship Certificate Number
Your Indian Census Number, Bureau of Indian Affairs Card Number, Tribal Treaty Card Number, or Tribal Enrollment Number
A legible photocopy of your Tribal Certificate of Indian Blood or Tribal or Bureau of Indian Affairs Affidavit of Birth

If you have an valid unexpired Arizona driver license or non-operating identification card issued you will only need to provide the license number on the voter registration form. If you do not have an Arizona license, you may include a photocopy of one of the following documents when registering to vote:

Any of the identifying documents listed below are satisfactory proof of location of residence. A.R.S. § 16-579(A)(1)
- Valid unexpired AZ driver’s license or nonoperating ID
- Any Tribal identification document, such as a census card, an ID card issued by a tribal government, or a tribal enrollment card, regardless of whether the Tribal identification document contains a photo, a physical address, a P.O. Box, or no address
- Utility bill of the elector dated within 90 days of registration.
- Bank or credit union statement dated within 90 days of registration
- Valid Arizona Vehicle Registration
- Property tax statement of the elector’s residence
- Valid United States federal, state, or local government-issued identification, including a voter registration card issued by the County Recorder
- Any mailing to the elector marked “Official Election Material”
- If you do not live in a fixed, permanent, or private structure, you must submit a “No Residence Address Confirmation” form. Download the form at azsos.gov/files/elections/noresidence

A Federal-only voter may vote federal contests (President, U.S. Senate, and/or U.S. House of Representatives). To remove “Federal-only” status and receive a ballot which includes state and local races and ballot measures, you must provide proof of citizenship and proof of residency to our office. Do not send original documents. If applicable, make a printed copy of your proof of citizenship and/or proof of residency documents.

If the County Recorder is not able to confirm that a voter actually resides at the address on their voter registration form, the voter is placed into inactive status. This happens when two pieces of official election mail were sent and the voter has not updated their address or responded to the election mail within 35 days.

Our office had attempted to mail you two pieces of mail, possibly a ballot or voter ID card, and both items were returned to our office.

Our office may have also attempted to mail you a letter regarding a new address we received from the United States Postal Service that was not returned; after 35 days a registration must be placed into inactive status in accordance with state law (A.R.S. § 16-166).

Our office may have attempted to mail you a notice or official election mail, and the mail was returned to our office. If the address where you receive your mail has changed, please submit an update to your voter registration.
